Withdrawing from the WTO?

This vote caught my eye, topic was H. J. RES. 27, Withdrawing the approval of the United States from the Agreement establishing the World Trade Organization.
Now, given the mess we’re in with the UN, the EU, Kyoto, and a bunch of over things, I found it a tad bit odd that out of the blue, someone proposes to withdraw from the World Trade Organization. Looking a little closer, I was less surprised. The author was Bernie Sanders of Vermont. The only Independent in the House. It was co-sponsored by:

Note to self, Bernie. If you represent one caucus ( Independent ), and
you are the only member, you’re going to have to rely on another caucus.
You’re not black, so it won’t be that one. It will be the Progressive
Caucus. If you can only muster less than half the support of that
like-minded caucus, you’re dead.
Once again, we’ve got a way-out-there liberal proposing something that makes no
sense, does nothing politically positive, and has no chance of getting passed.
It failed 338-86. The fact it was even voted on is embarrassing
to me.

How do you account for JAMES SENSENBRENNER?
He’s as conservative on most issues, especially related to homeland security and especially immigration, as you can get.

I don’t doubt that some legislators actually have issues with the WTO. But, I follow legislation as best I can in my spare time. This thing just came out of left field with no notice, no publicity, and apparently no real discussion. To me it was a rush job just tossed out there for some reason or another.
And yes, it was interesting to me as well. It came and went very quickly ( in congressional terms ). It served no real purpose and I don’t see that it ever had any real intent of passing. So, what would be the point of proposing it in the first place? My gut feeling is it was just tossed out there because there are a hand full of legislators that do not like the WTO. People like that usually oppose it in concept and not based on real substantiated reasons. That is usually a very liberal political attitude. Enter my comparison to the Progressives. I originally thought it would have passed that caucus at least. But, it didn’t. No caucus that I can tell supported it.
