New Orleans Buses

I have heard a lot about how disorganized the evacuation of New Orleans was, leaving behind tens of thousands of people. Then, not having the capability to get them out of the Superdome, allowing violence and all kinds of mayhem to erupt.
Then I see this:

Flooded/Stranded Buses

JustOneMinute elaborates on the confusion over the buses in an excellent article. I still think this was the most egregious failure of the entire New Orleans debacle. If those buses had been put to use THE DAY BEFORE instead of two days after, when Blanco was harassing others about buses, a lot of human suffering would have been avoided.
