Here’s an idea of why we’re not doing so well fiscally in DC:

"We won’t grow at 40 percent. We’ll grow at 39 percent and when you talk about that, it changes the whole perspective," said Sen. Tom Coburn, R-Okla.

Now, granted Coburn is talking about billions of dollars, dropping from 40 to 39 does not change the whole perspective.  It just means we’re wasting 1% less.  The perspective’s the same.  It needs to come down 39% before the perspective changes.
