Bailout bill stalls in Congress

In a move that surprised me, the bailout bill was voted down in Congress.  It was fairly close, 228-205 I think it was.  In order to get it back on track, some media are saying Pelosi expects nine Republicans to change their votes for a re-consideration.  This is how she’s motivating the Republicans:

Now, according to what I’m reading, Nancy Pelosi has agreed to consider an off-shore drilling proposal presented by Democrats.  I’m sure she’ll tout this as a major new idea and an example of the failed economic policies of Bush.
However, it’s got thorns attached.  From what I’m reading, and I’ve not read the actual proposals:
